According to Bloomberg BNA, proposed tweaks to the Small Business Health Options Program (SHOP), a government program helps small businesses get healthcare for their employees, leave many small business owners wanting more. Business would like to see the exchange itself get an overhaul, things like the minimum participation rate prevents many employers from joining.
