Biden's Executive Order on Federal Research and Development "The United States Capitol Building"

President Biden's new Executive Order, "Federal Research and Development in Support of Domestic Manufacturing and United States Jobs" is well-intended but fails to address a fundamental problem: the patent system is broken. The Executive Order requires agencies to ensure that new research utilizing Federal research dollars be manufactured in the United States, but it fails to address the patent system that has been in place for the past 20 years. According to Robert N. Schmidt, author of the article on IPWatchdog, if the Biden administration wants to get the benefits of "Made in the USA" for all its taxpayer-funded research, it needs to return to the patent system in place 20 years ago.

Opinion:

President Biden's Executive Order is a step in the right direction, but it does not go far enough. The patent system has been broken for years, and the Executive Order does not address the underlying issues that have caused this. If the Biden administration wants to truly support domestic manufacturing and United States jobs, it must go beyond the Executive Order and make changes to the patent system. Without these changes, the Executive Order will not be effective in achieving its goals.
