According to the Wall Street Journal, if you feel your small business has been fined or penalized unfairly by a government regulation you can contact the Small Business Ombudsman. The Ombudsman works as a liaison between small business and governmental agencies to resolve complaints. In 2013, the Ombudsman’s office received 350 complaints.
